Sam claims he is the leader, but everyone else says otherwise. Prior to Spider-Man joining S.H.I.E.L.D, it is clear that the team doesn't have a leader yet. When the helicarrier was destroyed, Sam stayed at Spider-Man's house along with the other members of his team until it was repaired.
